What is the A.C.M.? 

The A.C.M. is a multifuncional project that solves the mobility problems of the City of Barcelona as well as Redirect Massive Tourism from the Port and the most concurrent neighborhoods of the City to the mountain of Montjuic where museums and other entretainement activities and facilities are located.

The project is a Laboratoy of new incomes for City Hall of Barcelona to bring back to its cititizens some of the revenues coming from tourism.

New European Reality:

All E.U. countries have a life style with lots of resources for free such as Health Insurance and other covers mainly from Government and State Budgets.

However, States and Central Government get this annual budget in a part from the national taxes but a large part from E.U. annual budgets.

Germany and France getting in a deep recession. The Welfare Society in European Countries part of the E.U. comes from an Equal Share of Wealth in between countries. However, now having Germany and France, which are the pilasters of our Economy (basicacally in Industry and Services), are seeing how international competition such as Chineese and other countries, are puttting at risk the our fragile economies.

The A.C.M. will become a pioner smart project for the City of Barcelona, to suppport City Hall Budget when E.U. will not be able to provide budgets to protect welfare such as we know in -E.U.

SERVICES, HEALTH AND OTHER RIGHTS WILL BE PRIVATICE.

As we already see in general in many countries, the disapearence of middle class will create a world polarize between rich and powers. Nations, Governments, States will end their role in a world where they will not be capable of providiing their citizens the needs they request. Howerver, some Oasis in the plantet will be capable of sustain their Cititzens Quality of Life (Welfare) if they start now creating Smart Projects such as the A.C.M. to provide resources and budgets for its citizens and maintain Quality of Life. 

L'A.C.M. is define as an acceleraator with the objective to promote Culture to its citizens. And at the same time, provide new incomes for the City of Barcelona and Its Citizens.

The A.C.M. will become a reference, on how local areas, such as cities or districts or regions, will exploid the resources available in their area, to provide their citizens a return for a better life style.
